DEVELOPMENT OF A WEB-BASED STAFFING AND WORKFORCE MANAGEMENT SYSTEM FOR DAMILI MANPOWER SERVICES




Conceptual Framework


The researcher used the Input-Process-Output (IPO) approach in conceptualizing the project.

Figure 1.0 presents the Input-Process-Output. The present manual staffing and workforce management system of Damili Manpower Services was utilized to supply the input. The researcher investigated the status of the manual system of staffing operations and workforce management in terms of the following quality attributes based from Dr. Edward Miller’s Dimension of Quality: timeliness, structural quality, content, accuracy and consistency, response time and performance. Likewise, identified the problems encountered in the delivery of the present manual system of the agency. The researcher interviewed key people and conducted survey to gather inputs pertinent to the study.

Development of a Staffing and Workforce Management System in a Web setting was proposed to further enhance and address the problems in the present manual system of the agency. The process in the construction of the proposed Web-based System was divided into two phases as presented in Figure 1.0. Phase 1 focused on Development and Phase 2 tackled the Evaluation of the Web-based System. The Development Phase applied the Modified Incremental Process Model where it delivers software in small but usable pieces called increments. Each increment undergoes the four stages of the model, the first stage is the need analysis where the researcher analyzed the information gathered and evaluated the needs of the proposed Web-based System to further enhance and address the problems encountered in the present manual system. Second stage is the planning and analysis where the researcher prepared specifications of the proposed Web-based System using diagrams. Third stage is of the model is the engineering where it involves non technical task such as design, acquiring text, and graphics content that are integrated into the Web application and set of technical design task which includes architectural design, navigation design, interface design and Visual Table of Contents (VTOC). Last stage is the page generation and testing which deal with activities that makes heavy use of automated tools for Web creation. Testing involves exercising Web application navigation to ensure that it will operate correctly in different environments. Evaluation Phase involves the assessment of the effectiveness and validity of the proposed Web-based System. The effectiveness in terms of timeliness, structural quality, content, accuracy and consistency, response time and performance was evaluated by the Damili Manpower Services Manager and Staff, Existing Temporary Employees of Damili Manpower Services, Existing Clients of Damili Manpower Services, Prospect Applicants, Prospect Clients and I.T. Experts. The validity in terms of usability, functionality, reliability, efficiency, maintainability and security was evaluated by the I.T. Experts for the technical aspect of the proposed Web-based System. Evaluation questionnaires were based from Dr. Edward Miller’s Dimension of Quality and ISO 9126, a model to standardize the quality factors of software.

The output that the process component has generated is the Web-based Staffing and Workforce Management System for Damili Manpower Services.

The aim of the study was to develop a Web-based Staffing and Workforce Management System that will be able to improve the quality of services and increase productivity for the Damili Manpower Services.
